CALL TO ORDER

Chairman Hindson called the meeting to order at 7:50 p.m.

ACCEPTANCE OF MINUTES OF PREVIOUS MEETINGS

                          April 3, 2001

Motion to approve the April 3, 2001 minutes as submitted
       Motion was made by Mr. Carino
       Seconded by Mr. Aries
       The motion was carried unanimously.

NEW BUSINESS

Review and Discussion of FY 2001/2002 user charge rates
Mr. Shaw distributed the Proposed Rate Schedule for FY 2001/2002.  Mr. Shaw’s recommendation was to increase the Residential-flat rate and Commercial/Industrial rate from the current rate of $200 per unit to $205 per unit.  This represents a rate increase of 2.5%.  Mr. Shaw also recommended an increase of 13.1% for the Sewer Assessment Schedule, since an increase had not been proposed in 8 years it was felt that the change in the value of the dollar necessitated this increase.  The proposed increases are shown on Attachment A.  Mr. Shaw also recommended an increase in Septic Dump Fees, as an increase has not been implemented in 8 years.  Mr. Carino felt all the increases were justified, but stated information should be made available at the public hearing explaining these increases are due to several factors, including but not limited to insurance and improvements to the Clark Street pump station that need to be funded immediately.  Mr. Shaw said he would have this information available for Mr. Hindson to explain and hand out at the public hearing.
Motion was made to approve the proposed FY 2001/2002 user charge rates, as rounded for presentation at Public Hearing.

NEW BUSINESS, Continued
Set date for public hearing on user charges
Mr. Shaw stated the public hearing was usually scheduled for the same date as the WPCA monthly meeting in June.  It was proposed the meeting be set for Tuesday, June 5, 2001 at 7:00 p.m. in Council Chambers with the regular meeting to follow at 7:30 p.m.  A Legal Notice will be placed in the Journal Inquirer to notify the public of the hearing.
Motion was made to schedule the Public Hearing for Tuesday, June 5, 2001 at 7:00 p.m. regarding the Sewer User Charges for FY 2001/2002, with a regular meeting of the WPCA to follow at 7:30.  
        Motion was made by Mr. Carino
        Seconded by Mr. Dickinson
        The motion carried unanimously

Review and comment on “Utilities Element” – Town Comprehensive Plan of Development
Discussion followed regarding changes the WPCA felt were necessary in the wording of the Plan of Development.  The Authority reviewed the Sewer Reserve Capacity and Mr. Shaw explained the possible future need for pipes of a larger capacity in the Avery St. area.  The need for developers to help fund the improvements needed for new developments was discussed.  It was felt that the sharing of funding should be discussed and decided upon at the time if and when the property is to be developed.

The Authority reviewed each of the Goals and Recommendations on page VII-3 and VII-4 of the Plan Development.  The original text follows as Attachment B with changes shown on Attachment B1.  These changes will be reviewed at the next regular meeting and a decision will be made on them at that time.

UNFINISHED BUSINESS

45 Good Hill Road – Reimbursement Request (Discussion)
Mr. Shaw stated Town Attorney Barry Guliano, was unable to attend the meeting to discuss and present the resolution regarding the above matter.  He asked to have the matter tabled until the next regular meeting on June 5, 2001.
Motion to table Unfinished Business (G-1) – 45 Good Hill Rd. –reimbursement request to the next regular meeting.
        Motion was made by Mr. Hindson
        Seconded by Mr. Carino
        The motion carried unanimously
